As I mentioned back in February, I have a similar issue, being bow heavy. What I just realized is that I failed to mention my bracket (a twin bracket, with a single 300 Etec) was filling with water and I still was a little bow heavy. I don't have a hook in the hull (1973) and I have the problem even at rest so it's pretty clearly a weight distribution problem.
I put the boat in the water on Sunday after sealing the bracket. My fingers are crossed but I think I have solved my water intrusion problem. My plans for the boat include adding weight in the stern with some bench seating and storage.

What about a prop with more lift?

Sounds like he needs a prop with more bow lift, like a bass boat prop, not stern lift!
