    Im at the end of my rebuild, I closed in my transome and put a bracket on. the bracket sits below the original cut out of the deck so you can just redo the transome now. However pending on the motor and bracket I would really advise to enclose the transome as one solid surface. You can always put an aluminum plate on the transome and fish it that way, I did for a year and a half.
