I'd actually recommend farther south, although Islamorada is very good. Marathon has great fishing and diving, lots of water access. Big Sombrero reef is excellent for snorkeling, AND just outside the SE boundary of Big Sombrero is the best yellowtail snapper fishing I've ever found. I go back every year, and we catch our limit generally in only an hour or two.

Similarly, Big Pine Key, with Looe Key for snorkeling & diving. Very short run to the outer reefs with big fish there. 140' to 300' range is excellent for Pelagics AND for grouper. Gotta throw the Jewfish back, though.
