after posting i went out to re investigate.

i believe the problem has come up due to the glass of the 1708 not being as thick as that that was used originally on the underside of the deck to encapsulate the wood.

the port side of the boat is solid due to me only needing to replace the strip of wood where the t top screwed down. this lead to an even surface that the spacers could come in contact with the stringer.

the starboard side of the deck was totally recored and replaced, leading to a bigger distance between the stringer and bottom of deck.

my solution is to tab the hull so that the outer edge of the deck is supported.

can the outer edge of the deck of the boat be glassed into the inner side of hull?

attached are upside down pictures of the stringer gap and also the gap between hull and edge of deck
