That is a lot of weight but the boat looks way lower than others I have seen with twin 3.0's. I would venture to say he has some serious weigh balance issues. I have seen plenty of 20' hulls (including my own with a 3.0) sit low in the back like that but not a 23'. I wouldn't want 300 xses on a 23 but would love to have them for my 27 rh tho.
