Crack in Cap - 23SF

I have this crack in the cap of my 23sf, under the aft end of the inset railing. The glass has started lifting away. The other side of the boat is showing signs of a similar issue, but it's much less severe.

Is this area cored? I guess I'm just wondering how big of a fix this is going to be? Looks like the previous owner tried something with Marinetex, but that failed.
