Default Hot Stuffing Box on 23 SF inboard CC

We took our boat out for the first time after its re-power and we are having trouble with the stuffing box not over-heating. It a 23' CC SF Inboard with a D4-260 volvo. We are swinging a 17'' wheel and have increased the shaft size from an 1.25'' to 1.5''. We were only running it at about 2000 rpm's since it was our first time out and the stuffing box would not stop over heating. We backed off the packing nut almost till it was coming off and it still would get real hot. The stuffing box is packed with 3 rings of GTU packing material.

We are thinking that either it needs to be broken in or that there is not enough water getting to it to cool it down. We did increase the shaft a 1/4'', which may have restricted the water getting to the stuffing box through the tube, but we feel this shouldn't be a problem.

Any thought or suggestions? Any help or feedback would be greatly appreciated. Thanks!
