Default Seal between hull and upper deck

The seal between my hull and upper deck (shell), is leaking water into the cabin. This
is covered by the bump rail. After looking under the bump rail, I can see that there is
silicon, but there is a gap, and it is not sealed very well. Is silicon or 5200 a better
sealer, and does it require removing the bump rail from the side.
