Default WET TRANSOM

Ok, I've been hearing talk of wet ransoms for the last few months and I checked around the splash well drain hole in my 89 18' and I've got an unsealed opening allowing water in(wood has some deterioration)! Motor doesn't flex when heavy pressure is applied. Should I drill a hole in the bottom of the transom and attempt to drain? Any ideas? What type of inspections and frequencies of resealing all holes in the transom does anyone subscribe to?
