Default Plugging i/o for bracket

I'm going diesel so it does'nt apply.But I heard of guys stepping the plug by cutting 4"inches around the i/o whole
on the outside of the transom ,but only thru the first sheet of plywood; than cutting a square just bigger than the i/o whole and joining them together. Overkill?
